ADAM APTOWITZER
Adam Aptowitzer is a Canadian lawyer with special expertise in the law as it pertains to charities, not-for-profit organizations, and other non-taxable entities. Much of Adam’s practice involves providing advice to Canadian charities operating or participating in projects outside of Canada, or foreign groups looking to expand their operations into Canada. Over 20 years in practice Adam has been legal counsel to Canadian projects in places such as China, India, Israel, Cambodia, and various African and South American countries.
Since the advent of the new Qualifying Disbursement rules in Canada, Adam has written articles and given a number of webinars on the topic. He also presented on the topic to the Canadian Bar Association’s annual symposium on charity law issues. His clients are among the first in the country to engage with these new rules.
In addition to his international work Adam practice includes (amongst other areas) high level tax planning for charities engaged in business activities, operating overseas, corporate governance and gift planning. And he has represented clients at the Tax Court of Canada, the Federal Court of Appeal and the Supreme Court of Canada.
Adam contributes to the public policy debate through his regular writing, academic papers and expert witness testimony to Government. He is also often cited as an expert on the topic of charity law by the popular media, and has authored two books on the topic of charity law (the latest is “Running a Charity: A Canadian Legal Guide” available here).
In 2012 Adam was named the Heather McArthur Memorial Young Lawyer Award winner by the Ontario Bar Association recognizing his contributions to legal education and law reform. He was also named to the Top 40 Under 40 by the Ottawa Business Journal and Ottawa Chamber of Commerce.
In addition to his legal practice, Adam is an Associate Professor of Law at the University of Ottawa and has been called to the Bars of both Ontario and Alberta.
Adam has been recognized as among the premier Charity Law lawyers in Canada by the Canadian Lexpert® Legal Directory and by the Chambers Canada Guide for 2024.

EVAN GREEN
Evan Green is a developer, monitor and evaluator of international development projects and programmes and national, regional and international strategies, programmes and plans, as well as the vice-president and senior partner for Baastel, managing the Results-Based Management (RBM) and strategic planning, Monitoring and Evaluation (M&E) and Disaster Risk Management (DRM) units. He specializes in the development of large and complex M&E Frameworks, tools and systems for national and regional organizations, with a particular focus on the Sustainable Development Goals (SDGs). Evan has thematic expertise in environmental areas with particular experience in climate change and DRM, and in other sectors such as health and education.
Evan has extensive experience in RBM and M&E capacity building and frequently designs and implements participatory capacity building workshops for project and program design, strategies and plans, the development of M&E tools and systems and offers M&E and RBM guidance to projects, governments, regional and international agencies and development partners around the world. Evan has worked with many bilateral and regional agencies and international institutions, particularly in Latin America and the Caribbean, where he has managed Baastel’s programming since 2007.
Evan is currently the Canadian representative to EVALSDGs. He has a multidisciplinary Master’s degree in Public Policy and Public Administration, specializing in International Development, Policy and Project Management and Environmental (Climate Change) studies. Evan communicates in English, French, and Spanish fluently.
Evan Green est initiateur, agent de suivi et évaluateur de projets et de programmes de développement international ainsi que de stratégies, de programmes et de plans nationaux, régionaux et internationaux. Il est aussi vice-président et associé principal de Baastel, où il travaille comme responsable de l’unité de gestion axée sur les résultats (GAR), de l’unité de planification stratégique, suivi et évaluation et de l’unité de gestion des risques de catastrophe. Il se spécialise dans le développement de cadres, d’outils et de systèmes de suivi et d’évaluation complexes et de grande envergure pour le compte d’organisations nationales et régionales, notamment en ce qui concerne les objectifs de développement durable (ODD). Evan possède une expertise thématique d’enjeux environnementaux tels que le changement climatique et la gestion des risques de catastrophe, ainsi qu’une expertise sectorielle dans des domaines comme la santé et l’éducation.
Evan a accumulé une vaste expérience du renforcement des capacités en GAR et en suivi-évaluation. Il a fréquemment à concevoir et mettre en œuvre des ateliers participatifs de renforcement des capacités visant la conception de projets et de programmes ainsi que la mise au point d’outils et de systèmes de suivi et d’évaluation. De plus, il offre un encadrement en matière de suivi-évaluation et de contrôle à des responsables de projets, à des fonctionnaires gouvernementaux et à des représentants d’organismes régionaux, d’agences internationales et de partenaires de développement dans différents pays. Evan a travaillé avec de nombreuses agences bilatérales et régionales et institutions internationales, notamment en Amérique latine et dans les Caraïbes, où il gère la programmation de Baastel depuis 2007.
Evan est l’actuel représentant canadien auprès du réseau EvalSDGs. Il est titulaire d’une maîtrise multidisciplinaire en politiques publiques et administration publique avec spécialisation en développement international, politiques, gestion de projets et études de l’environnement (changements climatiques). Evan maîtrise l’anglais, le français et l’espagnol.
